移民人口推升需求 澳洲房價逐步上揚
2022 年澳洲房價一度因利率調漲下跌,但今年第二季以來,逐漸看到復甦曙光。根據澳洲統計局與澳洲房地產分析機構-核心邏輯數據顯示 ( CoreLogic Australia ) ,澳洲上半年平均房價呈現成長趨勢,今年第二季整體季增率 2.8%,房價成長幅度最高的是雪梨、布里斯本、阿德雷得和柏斯。近一年漲幅,柏斯的住宅價值增加了 2.5%,而阿德雷得則是維持平盤,這兩地也被認為是最保值的城市。

這一上升漲勢的推動因素是來自移民浪潮帶來的穩健購屋需求。

位於南半球的澳洲,地廣人稀、宜人的氣候與環境、加上重視教育與友善移民政策,因而成為許多國際買家移民,或購置第二家園的優先選擇。近年澳洲政府更積極改善移民制度,例如 2022 年 9 月,澳洲政府將 2022 財政年度(2022/07/01-2023/06/30)的永久移民人數增加至 19 萬 5,000 人,共增加了 3 萬 5,000 人。

今年 7 月 1 日,澳洲政府更將臨時技術移民收入,由 2013 年迄今維持已久的低年薪門檻新台幣 112 萬元,提升至約新台幣 142 萬元,以吸引技術人才。當地政府持續釋出友善移民政策,使得澳洲 2022 財政年度淨移民增加了 40 萬人,預估今年將持續增加逾 30 萬人。

移民湧入導致住房需求提升,但當地房地產釋出量少,造成需求大幅高於供給,促成這波房價走揚。當地房地產協會 ( REINSW ) 表示,租賃與銷售房源雙雙嚴重缺乏,這是近 33 年來罕見的情況。尤其是雪梨、布里斯本、墨爾本等主要城市,與 2022 年相比,這三個城市的銷售量比去年同期減少了 20%。

澳洲儲備銀行自 2022 年 5 月開始升息,在今年 6 月已調升至 4.1%,創 2012 年 5 月以來新高。升息造成房價一度下跌,但在今年第二季出現回升。當地業者對此分析,雖然利率上漲短期造成房價衝擊,房地產持有者仍堅持價格,加上移民人口帶來的強健住房需求、主要城市房地產買賣與租賃供給不足,澳洲房市因而呈現穩步上揚。移民興盛的一線城市,尤其如此。

亞洲買家對於投資澳洲最為積極。

看好澳洲租屋需求高、空置率低,許多台灣民眾對澳洲置產充滿想像,尤其台灣房市價格維持高檔,同樣的預算,在澳洲能享受更宜人的氣候與生活環境,許多高資產人士甚至全額付清購屋。

此外,許多台灣與國際高資產人士到澳洲購屋的原因,是看中當地完善的教育制度,這也讓澳洲學區附近的住宅成為移民新寵。比起北美國家,移民門檻相對親民、校園教育豐沛的澳洲更是許多國際買家的優先選擇,尤其華人買家對澳洲有濃厚興趣,當地業者每天至少會接到 5-6 組華人買家預約參觀澳洲校園附近的住宅案。甚至有些買家瞄準預售屋,因為只需要支付訂金,可分期支付資金保留現金在手上等到建物落成,未來可自住使用,也可出租。

Australian property prices experienced a fall in 2022 due to interest rate hikes, but this year we're now seeing a gradual resurgence. According to data from the Australian Bureau of Statistics and CoreLogic, the average property prices in the first half of the year showed a growing trend, with an overall seasonally adjusted growth rate of 2.8% in the second quarter. The cities with the highest price growth are Sydney, Brisbane, Adelaide, and Perth. Compared to last year, residential property values in Perth increased by 2.5%, while Adelaide remained steady. These two cities are believed to have the strongest property investment value in Australia.

This upward trend is driven by robust housing demand from the influx of immigrants.

Situated in the Southern Hemisphere, Australia's vast land with a low population, pleasant climate, comprehensive education system, and immigrant-friendly policies have made it a first choice for many international buyers seeking immigration or a second home. In recent years, the Australian government has actively improved its immigration system. For instance, in September 2022, the government increased the annual numbers for permanent immigration to 195,000 for the fiscal year ( 2022/07/01-2023/06/30 ), adding a total of 35,000 people.

On July 1st this year, the Australian government raised the income threshold for temporary skilled migrants from NT$ 1.22 million to approximately NT$ 1.42 million to attract skilled talents. The local government has continued to promote immigrant-friendly policies, resulting in a net migration increase of 400,000 people for the fiscal year. It is estimated that this year will see a further increase of over 300,000 people.

The influx of immigrants has driven up housing demand, but local property supply remains limited. This supply-demand imbalance has led to the current surge in property prices. The Real Estate Institute of New South Wales ( REINSW ) noted that this is a rare situation in almost 33 years, with both rental and sales listings severely scarce. Especially in major cities like Sydney, Brisbane, and Melbourne, the sales volume in these three cities has decreased by 20% compared to the same period last year in 2022.

The Reserve Bank of Australia started raising interest rates in May 2022, and by June this year, the rates had increased to 4.1%, reaching a new high since May 2012. The interest rate hikes initially caused a decline in housing prices, but there was a rebound in the second quarter of this year. Local experts analyze that while the short-term impact of rising interest rates initially affected housing prices, property owners are still holding firm on their prices. In addition, robust housing demand brought by the influx of immigrants, along with inadequate supply in property transactions and rentals in major cities, has contributed to a steady upward trend in the Australian real estate market. This trend is particularly common in first-tier cities with high immigration rates.

Most of the active buyers investing in Australia are from Asia.

With the strong demand for rentals and low vacancy rates in Australia, many Taiwanese people are more willing to invest in Australian properties. Especially as the housing market in Taiwan maintains high prices, people find that with the same budget in Australia, they can have a more pleasant climate and living environment. Many high-net-worth individuals even opt to make payments in full for their homes.

Furthermore, Australia's comprehensive education system is driving many high-net-worth individuals from Taiwan and around the world to purchase homes there. This has particularly boosted housing prices in neighborhoods near schools in Australia, making them a popular choice for immigrants. Compared to the countries in North America, Australia's immigration policies are relatively immigrant-friendly, and its abundant resources of education make it a top preference for many international buyers, especially among Chinese buyers, who show strong enthusiasm for Australian properties. The agency said they would receive inquiries from at least 5 to 6 groups of Chinese buyers daily, all seeking to visit residential developments near schools. Some buyers even target presale homes, as they only require a deposit and they can pay the rest in installments, allowing them to retain cash on hand. Upon completion of the houses, these buyers can use them for residence or renting.

A favorable living environment and the Australian government's consistent immigrant-friendly policies have contributed to the resurgence of the Australian property market. Steady demand from new immigrants bodes well for the future potential of the housing market.
